Upgrade Leavey

Make the atmosphere in Leavey Library more comfortable and inviting (repaint!). Make printing less expensive and constantly available (the printers ALWAYS break down). More outlets...etc.

        Leavey does need upgrading. It is noisy and crowded. The atmosphere isn't conducive to study. People ignore the quiet area signs and talk on their phones, in the rooms as well as in the corridors.
